Company representatives reviewing Professional Visit Pass – Expert application documents

The Immigration Department of Malaysia, through the Expatriate Services Division (ESD), has published a more comprehensive FAQ covering the Professional Visit Pass – Expert β€” known locally as Pas Lawatan Ikhtisas-Pakar (PLIK-Pakar). The pass allows foreign nationals to enter Malaysia to carry out technical assignments, training, knowledge-transfer or other specific activities for a defined period, subject to the Department's approval and the conditions currently in force.

In short: PVP-Expert remains a time-bound, task-specific facility β€” not a route to permanent employment. The updated guidance places particular emphasis on sponsor accountability, genuine expertise over job titles, and the consequences of misuse, including rejection, cancellation and blacklisting.

What Is PVP-Expert / PLIK-Pakar?

PVP-Expert is a pass facility granted to foreign nationals entering Malaysia to carry out technical assignments, training, knowledge transfer, or other specific activities for a defined period, subject to approval by the Immigration Department and the prevailing conditions at the time of application. It is not intended as a pathway to permanent employment in Malaysia β€” approval is based strictly on the scope of work that has been applied for and granted.

Who Can Apply

Applications may be considered for individuals who have relevant expertise, experience, technical skills or professional functions related to the assignment to be carried out in Malaysia. The application itself must be submitted by a registered, eligible company, organisation, institution or sponsor β€” individual applicants cannot apply directly without a valid sponsor. Applications are made online via ESD Online, Xpatnova IRDA or MES MIDA, depending on the relevant approving agency.

Activities that may be considered under PVP-Expert include:

  • Technical expert assignments;
  • Research;
  • Practical or industrial training (internships);
  • Volunteer work supported by a related agency in Malaysia; and
  • Participation in exhibitions or expos endorsed by a recognised related agency in Malaysia.

Each application is assessed on its merits and the genuine purpose of the assignment.

Key Conditions the Department Has Reiterated

  • Applicants must remain outside Malaysia while the application is being processed;
  • No technical work, training or job activity may begin before approval is obtained;
  • A job title alone β€” "Expert," "Specialist" or "Technical Expert" β€” does not guarantee approval; assessment is based on actual function, scope of work, experience and the level of expertise required;
  • Pass holders must carry out their assignment only at the approved location and scope;
  • PVP-Expert cannot be used for general workers or regular operators β€” applications must be made under the pass category that matches the actual nature of the work;
  • Genuine emergency work may be considered under the separate PLS@XPATS facility; planned, scheduled or already-known work must instead apply for PVP-Expert in advance;
  • Approval duration is determined by the actual need of the assignment, work schedule, scope of activity and justification submitted β€” it is not automatically granted for the maximum period requested;
  • Pass holders are tied to the sponsor, purpose and scope approved at the time of application β€” changing company or sponsor requires a fresh application; and
  • Submitting false, inaccurate, misleading or doubtful information may result in rejection, cancellation of approval, withdrawal of the pass, immigration action and blacklisting.

Sponsor responsibility: The sponsoring company is responsible for ensuring all information submitted is true and accurate, that the applicant carries out the assignment within the approved scope, that the duration and location of the assignment are complied with, that immigration conditions are fully met, and that the pass holder leaves Malaysia before the pass expires.

Documents Typically Required

The exact documents required depend on the application category, but supporting documents generally include:

  • A copy of the passport;
  • An appointment or assignment letter;
  • An invitation or support letter;
  • A work or training schedule;
  • Contract or project documents;
  • Academic or professional certificates;
  • Proof of work experience;
  • Company documents; and
  • Any additional documents requested by the Immigration Department.

Applications that are incomplete, contain inconsistent information, include expired documents, have an unclear scope of work, or lack sufficient justification may be returned to the applicant for correction before they are processed further.

Our Note to Clients

The clear thread running through this update is that PVP-Expert approval is not automatic and not a shortcut into the Malaysian labour market β€” each application is judged on the genuine expertise required, the real scope of the assignment, and the sponsoring company's ability to stand behind the information it submits. Companies planning to bring in specialists, trainers or technical personnel should apply well ahead of the intended start date, allowing time for processing, document preparation, approving-agency requirements and any visa matters.

If you are planning a technical assignment, training programme or knowledge-transfer visit and are unsure whether PVP-Expert is the right pass category, speak with our team before submitting an application. We can help confirm eligibility, prepare the required documents, and avoid the kind of gaps that lead to a return or rejection.
